Kirkwall verse is extremely important. I have a fair amount of HCs about that period of his life. I suggest you to read at least the verses' page.
If your muse/s approach him during the Inquisition, don't expect him to be the stuttering, inexperienced boy you've met by Origins. He's a 35 y o veteran with tons of shit to struggle with, he has other concerns than pleasing your muse by playing the swooning school boy. His sexuality is a private affair. He won't talk about it easily (unless you are his partner) but that isn't a matter of shyness. He prefers to keep his private life... PRIVATE. He's very polite, but he can also be blunt when someone oversteps the mark. He tends to be romantic and idealizes the feelings he has for those he cares about, whether they are family, friends or lovers (not to mention Mabari). He's perfectly aware of being handsome and of inspiring the most disparate fantasies for some mysterious reason. Especially during the Inquisition, this upsets him because he's a desperate need to feel he's appreciated for what he truly is, and I may assure you, he has a lot of flaws to deal with, in addition to the problems caused by his trauma. He's stubborn (and proud of being that), short tempered, compulsively organized, and has a giant hole in his bedroom roof (which, I am sure, stops being romantic after 3/4 nights, even less).
His predisposition towards mages has greatly changed, but this doesn't mean he's become the champion of the mages ' cause it was a magister tearing the sky open, so YES he still thinks that magic must be feared and controlled. He won't apologize for that.
If you or your muse despise him, let me reassure you: he's not a delicate snowflake. He can deal with it and interact accordingly. That being said, the aforementioned topics are NOT taboo to the mun who enjoys greatly throwing their boy into any sort of situation.

WHAT THEY SAY:

Born in the Fereldan village of Honnleath, Cullen was the second eldest child of four. Mia was his elder sister, his brother Branson was younger, and his sister Rosalie was the youngest of them all. He was eight years old when he told his brother and sisters that he would become a Templar. Though his siblings took the proclamation playfully, Cullen’s intentions did not waver. He started visiting the local chantry in Honnleath, asking the templars there to teach him anything they could. Honnleath had only a few templars, but they humored the boy and taught him basic sword techniques. From a young age, Cullen had a strong desire to enter a profession that helped people, and he refused to be swayed from the path he had chosen. Despite his siblings’ initial teasing, Mia became Cullen’s greatest supporter, insisting that the others help Cullen train. When he was thirteen years old, a visiting knight-captain took notice of Cullen’s hard work and offered him the chance of formal training. His parents agreed to the request, as the Templar Order was known to be a respectable and honourable profession, and they wanted to give their son the opportunity to have a life he would be happy with. As most Templar recruits were taken in at a young age, Cullen, at the age of thirteen, was considerably older than the other recruits and less prepared than some. But any concerns of him falling behind his peers were quickly dispelled. Finding that the training was everything that he had imagined it would be, Cullen quickly caught up to the other recruits, matching them in their expertise. When the time came to take his final vows at the age of eighteen, Cullen was eager to pledge his life in service to the Maker and take the lyrium that would bind him to the Order. He finally achieved his childhood dream to become a Templar when he was assigned to the Circle Tower at Kinloch Hold, under Knight-Commander GreagoirWhen the Blight came over the land, Cullen’s family was forced to flee to South Reach. “After Cullen returned to his duties, it became clear that he would go to any lengths to enforce the Chantry’s rule. His zeal troubled Knight-Commander Greagoir, who feared it unwise to let Cullen watch over the men and women he deemed responsible for his torment.

Greagoir sent Cullen to serve under Knight-Commander Meredith in Kirkwall, and Meredith found Cullen’s view of mages similar to her own. Of her company, only Cullen had seen mages’ potentially terrifying power firsthand, and she believed he could influence the other templars’ views. Consequently, Cullen rose quickly through the ranks to become Knight-Captain and Meredith’s second-in-command.

For some time, a rumour has circulated in the Gallows that Knight-Captain Cullen once fell in love with a young mage from the Circle of Ferelden. The mage was recruited into the Grey Wardens and went on to become the Hero of Ferelden. This rumour seems to cause Cullen pain, though no one knows if it is the pain of lost, unrequited love, or if Cullen is shamed by having had feelings for a mage, of all things.

Knight-Commander Meredith maintains that the rumour is untrue and punishes anyone caught repeating it.”

INSIGHTS

Cullen spends about ten years in Kirkwall attending his duties as a Templar, first in the capacity of knight captain and two years as knight commander after Meredith’s death.

Over these years, Cullen develops his personality; the enthusiastic boy of the beginning is dead at Kinloch. Now he struggles to keep himself together fighting against a severe form of PSTD that clouds his judgement on magic and mages but that also often makes him doubt of his own fellows. The Templars are unprepared to see how dangerous are mages, for magic is nothing but a plague for which there’s no cure except a strict discipline and a constant vigilance.

I love this verse. Truly. Mostly because of the frame: Kirkwall. Several locations for just one issue, Politics. Everything in Kirkwall is corrupted and people deal with the corruption as best as they can. The Order itself isn’t foreign to that. It’s particularly interesting how Meredith rose to the position of knight commander and how she maintained it over the years.

Kirkwall becomes part of Cullen’s personal growth and healing process. Here, he learns a great deal about strategy. His inflexible attitude must come to terms with the particular nature of the city. Despite what he would be inclined to do, he learns that at times turning a blind eye may lead to most beneficial outcomes, especially when Meredith’s leadership becomes too questionable.

Over this period, the relationships are rare and mostly dysfunctional due to his trust issues.

After the Chantry explosion and the consequent events at the Gallows, Cullen is already thinking about leaving the Templars, but he stays to help the city in its recovery and not to let his fellows without a guidance. It’s the start of his atonement journey.

Following the Kirkwall Rebellion, Cullen rallied what remained of the city’s templars and restored order. Seeing his potential, Cassandra Pentaghast recruited him into the Inquisition, granting him the rank of Commander.

He now leads the military arm of the organization and serves as the tactical advisor to the Inquisitor.

When asked about his feelings about mages, he states that he has seen the suffering that magic can inflict and has treated mages with distrust because of it in the past - sometimes without cause. He admits that it was unworthy of him and says that he will try not to do so in the future. However, he still thinks that mages should be checked with safeguards to protect people - including the mages.

Cullen also struggles with Lyrium withdrawal. He reveals that he has an agreement with Cassandra to remove him from duty should he prove a liability, and he can later be found arguing with Cassandra to choose a replacement for him because he is doubting his ability to command.
